This case arises from administrative proceedings before UDOT and the City involving permits for competing billboards along the I‐15 corridor in South Salt Lake City.
John Doe v. Mark Shurtleff, Office of the Attorney General's for the State of Utah
Shortly after the ruling of the district court that the state improperly infringed on Mr. Doe’s First Amendment right to anonymous speech the legislature removed any requirements that offenders disclose their passwords, and second, it placed some limits on how a state official can use identifiers provided by an offender. Additionally, the legislature amended Utah’s Government Records Access and Management Act, or GRAMA, to designate certain information provide by an offender, including internet identifiers, as private. 63G-2-302(1)(m).

Reginald Williams v. Michael Sibbett; Utah Board of Pardons; Utah Department of Corrections; Utah State Prison et al.
The Plaintiff claims were ambiguous according the court but he argued the Utah Board of Pardons and Parole’s violated his rights on religious and race. He also claimed the Defendants violated his First Amendment rights to freedom of speech and to petition the government for a redress of grievances by denying or otherwise interfering with his records request (GRAMA). The Tenth Circuit Court affirmed the district court’s dismissal this case.
Steven Onysko v. Administrative Review Board, United States Department of Labor
This case pertains to Mr. Onysko’s GRAMA request to records of the Department of Environmental Quality, pertaining to his duties and performance during his employment with the Utah Division of Drinking Water. The State Records Committee denied Mr. Onlysko’s appeal. Citation: Fed. R. App. P. 32.1 and 10th Cir. R. 32.1.
