These are the official record of the proceedings of regularly scheduled, special and emergency council meetings. Includes date, time, and place of meeting, name of members in attendance and those absent, a record of subjects discussed, statements of intent, and a record of action taken.

This series was microfilmed as received from the agency. Various portions were in chronological order, reverse chronological order, or no discernable order. If the opportunity can be arranged, missing records should be located, the series should be arranged in chronological order, and it should be re-filmed.
