Scope and Content

When President Jimmy Carter announced in 1979 that his administration would begin work on basing the newly proposed MX Missile System in the Great Basin region of Utah and Nevada it mobilized federal and state government agencies on a vigorous and sustained path of studying the potential environmental, economic, and social impacts that would accompany the project. The MX Coordination Office was established in Utah through the office of Governor Scott Matheson with the express purpose of coordinating state executive branch activities. This included drawing on available state resources in assisting with federal surveys and studies of the region, as well as utilizing state agency expertise in making comment on reports and the various environmental impact statements produced by the U.S. Air Force as required by the National Environmental Policy Act (NEPA).

The Utah Division of Water Resources (housed under the larger Department of Natural Resources) was among the stage agencies drawn upon to assist with planning for MX. Specifically the agency was tasked with primarily focusing on geological and water studies completed by U.S. Air Force subcontractors. Most of the agencies interaction concerning MX came with the MX Coordination Office.

The records produced by the agency that are found in this series include correspondence (both letters and memoranda), siting investigation summaries, draft environmental impact statement (DEIS) scoping report comments, estimates of fiscal impact, water resources reports, and meeting agenda and minutes. The series also includes a variety of maps, tables, charts, graphs, and graphics, as well as copies of numerous MX reports and new items that were presumably used as reference material by agency staff.

Governor's MX missile correspondence from the MX Coordination Office, Series 4247, contains correspondence between various agencies of state government in coordinating efforts and planning for MX impact on the state.

MX Draft Environmental Impact Statement evaluation records from the MX Coordination Office, Series 4251, contains the Utah response to the MX Draft Environmental Impact Statement which included comment that was compiled and gathered through efforts made by the Division of Water Resources.

Draft environmental impact statements and technical reports from the MX Coordination Office, Series 4254, contains the MX Draft Environmental Impact Statement and technical reports from the U.S. Air Force that the Division of Water Resources was tasked with helping assess and provide comment on.

Administrative records from the MX Missile Policy Board, Series 5643, contains the administrative records (similar to what is found in this series) for the MX Missile Policy Board which was based in Cedar City, Utah.

MX missile survey and siting reports from the MX Missile Policy Board, Series 5644, contains reports and maps that detail gravity surveys, mineral resource surveys, alternative energy sources surveys, and geotechnical siting investigations that were made to determine potential areas to place the MX missile system in Nevada and Utah.

MX reports from the MX Coordination Office, Series 6372, contains copies of various reports and records that may be duplicated in this series.

MX environmental technical reports from the MX Coordination Office, Series 17499, contains technical reports attached to the DEIS that compare anticipated environmental impacts in specific alternative siting areas, resource needs for the construction phase of the project, and anticipated impacts on wildlife, vegetation, transportation.
