Scope and Content
These records are official copies of executive orders issued by the Governor. Executive orders afford a method for reacting to and preparing a plan of action for sudden problems or changing events which require the Governor's prompt attention. Their issuance provides an established conventional means of responding to these events. Through the executive order, the Governor also creates mechanisms to implement the regulations and establish organizations to perform activities of the government in some specific way. A limited number of declarations, mostly concerning recognition of disaster responses, are included with executive orders here.

Chronological by date
Occasionally different types of documents like declarations were filed in the back of the folder, these were moved to preserve chronological order. However, numbered executive orders were kept in numerical order even when the chronological order might be off by a few days.

Utah State Bulletin from the Department of Administrative Services. Office of Administrative Rules, Series 83311, contain the text of orders and other executive documents.
Governors' executive orders and proclamations from the Lieutenant Governor, Series 85039, contain executive orders when official copies were maintained by the Lieutenant Governor/Secretary of State before 2005.
Custody History
Records from 2005 thru 2009 were transferred to the Archives under Series 85039 in August 2016.
