Scope and Content
This series contains the official copy of city council minutes. The minutes are created by the city recorder to document the proceedings of city council meetings, including issues considered by the council, decisions made, and actions taken. Minutes typically include the date, time and place of the meeting; the names of members present and absent; the substance of all matters proposed, discussed, or decided, and a record of votes taken; the names of all citizens who appeared and the substance in brief of their testimony; and any other information that any member requests be entered in the minutes. Later minutes often include attachments provided to council members with information regarding issues being considered in the meeting.

Custody History
Minutes dating from 1902-2012 were microfilmed by the State Archives in 2013. Heber City transfered six minute books dating from 1902-1982 to the Archives in March 2019.

Gaps in Series
City Council minutes dating from municipal incorporation in 1889 to 1902 were not in the possession of the City at the time the records were microfilmed in 2013.

Records in this series dating from 1980-2007 were archivally processed by Janine Ross in December 2019.
