Scope and Content

In the effort to document the military service of any Utah resident from settlement of the territory until the present day, the Utah State Archives collected service records from all branches of the the U.S. military, selective service documents, and veterans education and training forms. This series consists of the main forms used by the Veterans Administration which were used by veterans to apply for financial benefits for education or training available to them. It also contains forms required by the University of Utah for veterans who enrolled in its programs. There is a minimum of correspondence originating from veterans, from schools, and from the Veterans Administration.

VETERANS ADMINISTRATION FORMS

Authorization for benefits was granted for the G.I. Bill under Public Law 346, which was passed by the 78th Congress in 1945. The forms include VA Certificate of Eligibility and Entitlement, VA Notice of Training Status, VA Notice of Expiration of Entitlement. Included are later authorizations granted under Public Law 550, which was passed by the 82nd Congress; these are titled VA Certificate for Education and Training, and VA Enrollment Certification. Common to the Veterans Administration forms is the following information: name and address of veteran, claim number, service serial number, conditions and period of entitlement, name of school or training establishment, date signed (approved, authorized), registration officer, and issuing (originating) office.

VA Certificate of Eligibility and Entitlement. This was sent to the school or training institution to verify that the veteran was eligible for benefits. Described is the financial aid along with the conditions and the limitations of the program. Veterans with service connected disabilites were cautioned not to begin training under this program since they would then be ineligible to receive more comprehensive vocational rehabilitation benefits which were available under Public Law 16.

VA Certificate for Education and Training. This document was to be presented to the educational institution at the time of enrollment VA Enrollment Certification. The Veterans Administration required that they receive this certification from the educational institution before they would authorize benefits.

VA Notice of Training Status. This form contains an on going account of the status and progress of the veteran in the training program. Data describing the types and reasons for actions taken as the program proceeded are recorded. Program starting dates, financial aid authorized, and remaining entitlements are listed.

VA Notice of Expiration of Entitlement. This reported that a veteran's eligibility for benefits was approaching termination.

UNIVERSITY OF UTAH FORMS

Several forms were issued by the University of Utah for their veteran's training programs: (1) Servicemen's Readjustment Training Program, Trainee Record Card; (2) Servicemen's Readjustment Training Program, Trainee Record which required an account of the veteran's job skills and his employment record while receiving training; (3) Veteran Trainee Record, which was issued for veterans entitled to benefits under the Korean G.I. Bill, passed under Public Law 550 of the 82nd Congress. The following information is typical of these forms: name, date, claim number, serial number, addresses, telephone numbers, date of birth, marital status, number of children, previous education, military data including date of entrance, date of discharge, branch of service, rank, class standing, and educational goals.

CORRESPONDENCE

There is also a minimum of correspondence typically sent to clarify the status of a veteran in an educational program. It originated from veterans, from schools, and from the Veterans Administration.

Military separation forms and benefit records from the Department of Administrative Services. Division Archives and Records Service, Series 2794, contains a copy of these records interfiled with service records of those other Utahans who served in the federal armed forces.

Military service cards from the Department of Administrative Services. Division Archives and Records Service, Series 85268, may contain data on many of these same individuals who served in World War II.

Processing Note

The first volume was microfilmed in 1981. Archivally processed by A. C. Cone, 1990. Microfilming took place during 1976; the original forms were destroyed afterwards. Archival processing was completed during 1990.
