Scope and Content

The Utah Department of Transportation (UDOT) documents highway construction projects. In addition to still photographs, UDOT photographic services created video documentation from 1985 to 1992. These videos include footage of construction processes. They also document construction progress by driving with a camcorder through the entire length of a project at different time intervals.

This series documents many interstate freeway construction projects, including projects on I-15, I-215, I-70, and I-80. Through most of the period of documentation UDOT continued work on I-70 which connects Los Angeles to Denver and passes through scenic but desolate areas of central Utah. I-70 was completed as a two lane interstate in 1970, but thereafter Congress increased interstate standards, making four lanes a requirement. I-70 construction projects in the 1980s involved widening I-70 to bring it up to this four lane standard. UDOT pushed construction through Clear Creek Canyon and Richfield (1986), and then continued on to Green River in approximately ten mile stretches through the heart of San Rafael Swell. Construction mileposts include Fremont Junction, Muddy Creek, Devils Canyon, Ghost Rocks, Rattlesnake Bench and Saleratus Wash. I-70 construction includes passage through Spotted Wolf Canyon, where UDOT expanded a natural gorge a few feet wide to accommodate the four lane interstate. UDOT received national recognition for its construction of the Eagle Canyon Bridge which carried I-70 across Eagle Canyon. This series documents bridge construction and also includes footage of a 4wd trail which descends to the bottom of Eagle Canyon.

UDOT videos document similar construction projects on I-80 which crosses the West Desert in Tooele County. Utah's heavy rainfall in the early 1980s caused the Great Salt Lake to rise to record levels. UDOT had to raise I-80 levees around the lake to keep water off the interstate.

Video footage in this collection documents the final phases of construction on I-215, the belt route in Salt Lake City (1986-1987). It also documents extensive landscaping which UDOT completed on the belt route in the early 1990s. UDOT updated sections of I-15 in the Salt Lake City area (1986, 1992), and completed I-15 projects in Box Elder County, from Plymouth to Tremonton (1990), and in Washington and Iron Counties (1992). UDOT improvements on I-15 included construction of a super port of entry in St. George, Utah (1992).

In an attempt to improve the interstate, UDOT resurfaced a section of I-15 near Salt Lake City with a synthetic cement called syncrete (1989-1990). Syncrete proved to be less than the superior surface it was advertised to be, and the freeway surface began crumbling shortly after the project's completion. In the end the UDOT tore out the syncrete and admitted that the experiment had been a failure.

This series documents construction of major thoroughfares in Utah cities. West Valley Highway, renamed Bangerter Highway in 1993, (1991) is a major north-south artery which runs the full length of Salt Lake Valley. Washington Boulevard (1992) is a similar artery in Ogden, Utah.

UDOT construction projects documented herein include a number of state roads. Most prominent of these are: State Road 31, through Huntington Canyon, State Road 9 which connects I-15 to U.S. 89 at Mt. Carmel Junction, State Road 313 which links Dead Horse Point with U.S. 191 near Seven Mile Canyon, State Road 276 in the area of Glen Canyon Recreation Area, and State Road 24 which links Salina to Hanksville via Capitol Reef National Park. Documented projects include construction of the San Rafael Bridge (1990) on State Road 24, and construction of a bridge across the Virgin River (1992) on State Road 9 in Washington County.

Video tapes in this series document the construction of a new Dewey Bridge to replace the original Dewey Bridge built in 1916 across the Colorado River near the confluence of the Colorado and Big Dolores Rivers. These video tapes also document the construction of the Jordanelle Dam which continued from 1987 to 1993. The Jordanelle Dam, which is on the Provo River about 10 miles north of Heber City and 40 miles east of Salt Lake City, created Jordanelle Reservoir.

In addition to video tapes documenting construction, this UDOT collection includes aerials of the Colorado River and the Salt Lake Valley, back country shots on the Big Dolores River, the dedication ceremony for the Recapture Wash Dam, shots of petroglyphs and archeological digs, shots of flooding (1986), and a compilation of nightly news reports on syncrete.

Arrangement

Initially alphabetical by subject or name of construction project, and subsequently sequential by job number.

Early video tapes (1985-1987) are arranged alphabetically by subject or name of construction project. Beginning in 1988, the Community Relations Office began identifying tapes by job number and incorporating the video tapes into the general index for official photographs.

Research Note

Even though there are a few video tapes of earlier and later date, the bulk of documentation in this collection is 1985 to 1993.

Processing Note

The portion of this series which was recorded on video home system VHS tapes was processed by Rosemary Cundiff in January 2004. Prior to the advent of VHS tapes, UDOT used reel to reel video tapes. Some Sixteen boxes of reel to reel tapes which UDOT also transferred in 2003 are currently unevaluated.
