Scope and Content

The Kanab city council and planning commission, in conjunction with the Five County Association of Governments, created Kanab's general plan according to guidelines established in Utah's "Municipal Land Use Development and Management Act" (Utah Code, 1992, 10-9-301-306). In this plan, adopted 26 September 1995, Kanab's municipal government expresses the hope that Kanab will be a community which "protects the heritage, culture and values of the past while striving for a more diversified economy and creating an environment conducive to a high quality of life for living, working, visiting, and playing." The council proposes the plan as a decision making guide for businesses and individuals, and as a planning guide for the city council and its various appointed boards and commissions.

The body of the plan includes several elements: land use, circulation (transportation), public services and facilities, economic development, parks and recreation, environmental character, and goals and policies. The land use element is a guide for appropriating residential, commercial, industrial and public land. Likewise, the circulation and public services elements are guides for efficient transportation and for public services and facilities including water, power, sewer, and refuse removal. The economic development element emphasizes the need for sound fiscal planning and the need to revitalize Kanab. The economic development, parks and recreation, and environmental character elements all emphasize Kanab's environmental features and express the need to preserve "the greatest earth on show." The general plan includes a plan for affordable housing, an annexation policy declaration, and a growth management plan. It includes demographic data, historical and geographic information, and projections about population growth and future service demands. It also includes excerpts from an action plan developed by the Utah-Arizona Action Team, an organization to promote economic development in the Kanab, Utah/Fredonia, Arizona geographic area.
