Scope and Content
Title XX of the Social Security Act (The Social Services Amendments of 1974) enacted early in 1975 made major changes in the social services program administered by the State of Utah. It required that social services be defined at the state and local level. Previously, services were defined at the federal level. The Comprehensive Annual Service Program Plans (CASP) were developed on an annual basis and published in proposed form at least 90 days before the beginning of the services program year. Public comment was received on the plan for a period of 45 days. Then the plan would be revised and published in final form. This series contains copies of both the proposed and final report.
